Joe 'Zonker' Brockmeier has writen a survey of Linux Web development tools (http://programming.linux.com/programming/05/10/03/1828224.shtml?tid=63&tid=47) on Linux.com. In it, he examines the web development abilities of Vim, Emacs, BlueFish, Screem, Quanta Plus, and Nvu.

All in all it's an excellent look at what is available for the webdeveloper in the OS world.

Bluefish is my choice, gets most of my stuff done.

I also use NVU as a teaching program in a intro web course. For what they need and how much they use it it's not worth investing in Dreamweaver, and frontpage is a product of the devil... and I don't mean Debian.
