This is a server type software that allows you to edit your php locally. I would not recommend it for using it as an actual server but from what i hear it works well as a local client for testing and working with php.

I downloaded this but I still have yet to work with it....I will let you know how that goes and if it was useful for me or not.

I do sometime plan to put a server on my desktop....and some other things just to learn how to install and run it all seperatly.
