This short history of Frank Castle appeared in Punisher titles from 1987 to 1994: "When mobsters slew his family, Frank Castle vowed to spend the rest of his life avenging them. Trained as a Marine and equipped with state-of-the-art weapons, he now wages a one-man war against crime as the Punisher."
Frank Castle devoted his life to fighting crime, using the Punisher as his identity. The Punisher has battled almost every criminal organization you can think of... He's fought the Italian, Russain, and Irish Mobs, the Japanese Yakuza and the Chinese Triad gange, Vairous south american cartels and drug smugglers, biker gangs, street gangs, militias, petty street criminals, psychotics, pedophiles, and corrupt cops.
On the occasions the Punisher has killed corrupt cops, he has been caught and jailed several times, but he has always managed to escape, usually after killing several inmates in lock-up with him.
The Punisher's first Comic book appearance in 1974's AMAZING SPIDER MAN did very little to set him up for his later success... In the early 80's Marvel refused to allow the series for the character to appear on his own, and only agreed to do so when the writer threatened to leave and go to DC comics instead... and then they refused to promote the series. They changed their minds, however, when the first issue of the comic sold out in less than 24 hours...
