I built a new computer. Everything was suppose to be compatible. However when i hit the power button it will not load anything. It turns the fan on for .5 seconds and then shuts off. I have tried pulling all the parts off one by one to see if it was the RAM, Video Card, etc causing the problem. Still a no go. I tested the power supply and this is the second motherboard. There is no reason it should not boot to where I can reformat the drives. My hunch is even though i tested it, it could be the power supply or the motherboard. Any suggestions would be very much appreciated.

Try a different power supply.

That is my next step. Just have to get the money for a new one. A little bit of a tight budget at this point. Could it be anything else other than the power supply or motherboard? Options to what else are escaping me if there are.

My guesses would be power supply, wrong cpu settings, bad ram, bad mb

Unplug all devices leaving just cpu, minimal ram and video. If that doesn't work, then I'd swap power supplies and try again.

Like Bob said I would remove everything but what is required for the system to post and make sure the cpu has a heatsink and fan connected to it. It would help to know what the specs of the system is.
